When you colour and bleach hair, the hair structure changes. Using a developer will help to lift and deposit colour to the hair cuticles. Since 40 vol is a high strength, it's advised against using it if the hair structure is already compromised. That could be damage from frequent use of heat tools, previous colouring or even sometimes chemical changes such as pregnancy.
